Yes that’s correct, its the new Wave 4 header on a currently accessible Windows Live page which you can find at https://consent.live.com/.
As far as I can tell everything is working as expected, including the dynamic content of Hotmail and Messenger, I am also able to have a multi tabbed Messenger conversation.
However when trying to access any of the pages linked to in the header I can only access their current pages and nothing new. The Office link redirects to http://www.officelive.com and its not currently possible to create new documents from the hover menu.
For anyone one wanting to try out the new Wave 4 services UI this is an excellent testing ground, enjoy.

Edit 2: As Achal has pointed out in the comments below Microsoft have reverted the UI of https://consent.live.com/ back to the Wave 3 version but Liveside have shown that going to https://consent.live.com/pp800/manageconsent.aspx still sees the Wave 4 header.
